Hugh Cumming Request to Bissell for List of American Defectors in Bloc Countries

Hugh Cumming, Director State Department Intelligence and Research, sent CIA DDP Dick Bissell a request for a list of American defectors to Soviet Bloc countries.  Cumming attached a list of twelve American defectors, including “Lee Harvey Oswald, tourist.”
