CIA Components Activated to Prepare a List of American Defectors

On 2 November 1960, Birch D. O’Neal (CI/SIG) and S. H Horton in CIA counterintelligence prepare a letter from Bissell to Cumming at State to inform him CIA file were being search for information on American defectors. Bissell signed the letter on 3 November. Ann Egerter of CIA would become the action officer at CIA.
